Monsoon Session: Key Bills the Centre plans to push in Parliament

Several key Bills, including proposals on income tax, foreign funding, higher education, judicial reforms and MSMEs, are set to come up during the Monsoon Session of Parliament, which begins on Monday.

The government has listed a mix of new and pending legislation for the session, scheduled to run till August 13. Among the Bills expected to come up are proposals to amend the foreign funding law, extend tax-related provisions, increase the sanctioned strength of Supreme Court judges and bring changes to the higher education and MSME sectors.

Key Bills on the agenda

• Foreign Contribution (Regulation) Amendment Bill, 2026

The government will seek Parliament’s nod to changes in the Foreign Contribution (Regulation) Act, which lays down the rules for receiving foreign funds. The amendment Bill was introduced earlier this year.

• Viksit Bharat Shiksha Adhishthan Bill, 2025

The Bill seeks to reform the higher education framework. It was introduced in the Lok Sabha before being referred to a Joint Parliamentary Committee for examination.

• Income-tax (Amendment) Bill, 2026

One of the new Bills expected this session, it seeks to replace an ordinance that extended tax exemptions for foreign investors on income from specified government securities. The government says the measure will help sustain capital inflows and strengthen the sovereign debt market.

• Supreme Court Amendment Bill, 2026

The Bill proposes increasing the sanctioned strength of Supreme Court judges from 33 to 37, excluding the Chief Justice of India, in an effort to tackle the growing backlog of cases.

• MSME Development (Amendment) Bill, 2026

The proposed amendments aim to improve the ease of doing business for micro, small and medium enterprises by strengthening the framework for resolving delayed payment disputes, improving the functioning of facilitation councils and giving states greater flexibility in implementing dispute resolution mechanisms.

• Registration of Births and Deaths Act amendments

The government has proposed changes to tighten provisions relating to delayed registration of births and deaths.

• Prevention of Insults to National Honour Act amendments

Amendments to the law dealing with offences related to the national flag, the Constitution and the National Anthem are also on the legislative agenda.

The government is expected to prioritise these Bills alongside other pending legislation during the session, which will continue until August 13.
